November 28, 2018. The annual General Meeting of Professors of the Russian Academy of Sciences was held. The first panel session was devoted to the scientific and technological development of Russia. At the second panel session, the principles of funding and examination of scientific research, including the evaluation of scientific organizations, were discussed. The meeting was attended by Corresponding Member of RAS, Professor of RAS, Acting Director of GC RAS A. A. Soloviev.

Chairman of the Coordinating Council A. A. Lutovinov became the moderator of the annual general meeting of professors of RAS. In his welcoming speech, he said that this time the traditional format of the meeting would be changed, it was decided to abandon the reports and hold the meeting in the format of live communication. The first panel session was devoted to the scientific and technological development of Russia. Before turning to the discussion itself, A. A. Lutovinov introduced the guests. The experts of the first panel session were Minister of Science and Higher Education M. M. Kotyukov, Advisor to the President of the Russian Federation A. A. Fursenko, President of RAS Academician A. M. Sergeev, First Deputy Minister of Science and Higher Education G. V. Trubnikov, Chairman of the Committee on education and science of the State Duma V. A. Nikonov.

The main topics of the first panel session were “The implementation of the strategy of scientific and technological development of Russia, the national project Science” and the State program “Scientific and technological development of the Russian Federation”. The key issues that were resolved at the session included the discussion of the participation of the scientific community and RAS in defining science policies, personnel issues, as well as legislative and legal support for solving the tasks of Russia's scientific and technological development.

At the second panel session, the principles of funding and examination of scientific research, including the evaluation of scientific organizations, were discussed. The experts of the second panel session included Vice-Presidents of RAS A. R. Khokhlov and V. N. Parmon, Director of the Department of State Scientific, Scientific, Technical and Innovation Policy of the Ministry of Education and Science M. Yu. Romanovsky, Head of Programs and Projects of RSF A. N. Blinov, Deputy Chairman of the RFBR Council V. V. Kvardakov. The key issues discussed during the session revealed new areas of support for science, evaluation of scientific and educational organizations, and expert activities.
