September 17, 2025. On September 17, 2025, a Scientific seminar of the GC RAS was held online. Head of JSC Terra Tech PhD Timofey Vladimirovich Orlov presented a report on "Flood Risk Forecasting: Solutions Based on Satellite Imagery, Neural Networks, and Geoinformation Technologies".
The report was devoted to modern solutions for flood risk forecasting based on the integration of satellite imagery, neural networks, and geoinformation technologies. The speaker presented the structure of flood monitoring services and products, including automated data processing and machine learning methods. Special attention was paid to the architecture of services, where neural networks are used to segment flood zones and build dynamic risk maps. There were also considered cases of the use of such services at Russian Railways railway infrastructure facilities, where timely forecasting is critical for ensuring traffic safety. Timofey Orlov gave examples of the use of various types of satellite images (optical, radar) and additional data – hydrological, meteorological, and topographic. He showed how a combination of different sources of information increases the accuracy of identifying flood zones. A special emphasis was placed on predictive analytics, which allows predicting the development of a flood situation based on historical data and current weather conditions. Examples of predictive models have demonstrated the possibilities of early warning of risks and planning protective measures.
